Takes a village, for sure - provided the village doesn't have more than its share of village idiots. ;)
This is one area where diversity may be a curse - everyone has ideas about "how to be a good parent." No one who hasn't been one should pontificate at length to someone trying to juggle the well-being and extracurriculars of several. No one should undermine the actual parent, unless their child is behaving badly in ways that affect the village. Everyone should have the right to "say something" to the child and the parent if the child is encroaching on the neighbors - tearing up the flowerbeds, vandalizing the house, etc. Everyone should have the right - no, the obligation! - to stop a child from hurting themselves or others.
That said, no one should criticize the parents TO the child. And parents are free to judge the neighbors' criticism OF their child, and keep their children at a distance. We always knew which yards we were welcome to play in, respectfully - and which did not welcome children under any circumstances. This might be a good life lesson.
