Kristi, first of all, namecheap is just their domain registrar. You want to fire the cannons? Go for it - just aim them right.
Try abuse@hivelocity.com (And read this: https://medium.com/@hollyjahangiri/more-thoughts-on-mediums-new-terms-and-why-it-matters-5a173f6073b7 Look for the link to General Instructions, should it happen again, for info on how to find out a website's actual web hosting company.)
Second, I have found yourfriends@medium.com to be very responsive (usually answering in under 24 hours). They may be deluged, at the moment, with questions and concerns about the TOS and this latest - second in two weeks! - wholesale scraping of Medium.
Third, ICHI.PRO is in Japanese, but if you hit the little language buttons at the bottom, you can view their site in about a dozen other languages. See my first link as to WHY translations are "derivative works" and why it's worth fighting THAT provision of the new terms.
Fourth - never mind the fact that it's a wholesale scraping job and the second in a month. They are getting behind the MPP (which a legitimate RSS feed does not do) in both instances, and rendering all content FREE. (You could argue that all the sharing on Twitter does the same - it's a toss up whether that's unfair to MPP writers or a "good promotional strategy" but it's a business decision made by Ev Williams. This does not appear to be THAT.)
