It's a tactic that I first saw on Twitter. It's why I usually vet all followers and avoid the sort with 10k followers who only follow back about 4%.

Here, I typically follow back paid members and follow writers I've either consistently enjoyed reading or who have bothered to have meaningful, insightful, courteous conversations in comments.
