I don't think this is "either-or."

1) The idea that the sight of our flesh leads men to sin reduces them all to the status of immature children who should not be allowed out in the world unsupervised. And it is not our job to supervise grown man-children. IF I were a man, I'd be insulted.

2) I don't want to dress for anyone else's eyeballs. That means, in fact, I GET to be modest if I want to be. I don't need to attract or shock anyone into paying attention to me. (I'm not judging anyone who wants to, but I hope they think deeply about why they want to dress "sexy." Not my business. Just... hope they WANT to, for themselves, if they choose to.)

3) Bring religion into it and my belief is that we're weirdly obsessive with covering up the skin God made us with inferior, human-made clothing. (Not saying I'm nudist! But clothing should be for the wearer's comfort and protection from the elements, not to flaunt OR to cover "shame" in our nakedness.)
