I don't know why people make up so many "rules" for fellow bloggers, but there are none. There are behaviors that will get you banned, blocked, shunned, admired, emulated, envied, and blogged ABOUT - but there are no hard and fast "rules". Rules are those made-up things that bloggers blog about when they have nothing else to blog about. :)
Now, whether people have to follow your links or not is ENTIRELY up to them, isn't it?
I guarantee you, I will not follow links to buy drugs, cryptocurrency, or sex on the Internet - and I will report and block people who post those.
Give your link a proper introduction in comments - keep it relevant to the context of a comment about something I've written - and I'll probably check it out. :)
